Logistics Officer (m/f/x) – Brussels – MSF Belgium

CONTEXT 

At the heart of the Operations Department in the Operational Centre of Brussels (OCB), the cells are comprised of a multidisciplinary team of 7 people, including Coordinator of Operations (CO), Deputy CO, Medical Officer, Human Resources Officer (HRO), Logistic Officer, Finance Officer, Supply Officer. Their role is to supervise and coordinate MSF activities in several countries. The cells are the direct interface from HQ to international programs.  We are looking for a Logistics Officer for Cell 2, managing the following countries: Guinée-Conakry, Nigeria, Benin, Sierra-Leone, Mali. 

As the Logistics Officer, you play a leading role in defining and implementing the logistics strategy within the Operations Team, providing analysis to complement that of other team members. 

The Logistics Officer is a member of the Operations Department and reports to the CO (Cell Operations Coordinator) for line management and to the Logistics Support Unit Coordinator for functional management.  

As Logistics Officer, you play a key role in ensuring the capacity to design, implement and maintain logistics activities in projects and countries, even under the most critical conditions. You oversee the development of logistics strategies that focus on appropriate solutions, and support the arbitration of choices, prioritisation and allocation of resources. You support and guide projects in providing a safe, functional and effective environment of care for our patients and teams, aligning this with medical and operational objectives, as well as Logistics standards and the context. To this end, the Logistics  Officer maintains strong links with the Logistics Department. 

MAIN RESPONSIBILITIES 

  1. Operational Strategy and Technical Support 
  • Co-define and co-design strategic implementation objectives and modalities in alignment with regional and country priorities, in collaboration with the Cell, project and country teams 
  • Monitor geopolitical and health contexts in collaboration with the Cell team and support the project and country teams in translating Med-OPS priorities into logistics strategies 
  • Monitor, analyse and address logistical constraints and opportunities that could affect the operational response in collaboration with the Cell, project and country teams 
  • Ensure the design and deployment of appropriate solutions in intervention and technical families, balancing timing, resources and quality while taking into account the sustainability of our actions (including possible handover to partners or local authorities) 
  • Visit each country regularly (indicatively, at least every 18 months) for updates and reality check, in-context assessment, and liaise with Country Management Teams and Coordination members to ensure alignment and updates on context and deployment strategy implementation 
  • Provide necessary guidance in defining an appropriate Logistic EPrep strategy. In collaboration with the Cell team and the E-Pool, ensure the rapid and effective deployment of resources and staff in case of emergencies 
  • Support the Cell, project and country teams to ensure knowledge sharing (lessons learned, knowledge capitalisation documents or round table discussions, Log Action Frame, community events, department objectives, etc.), including nurturing a Logistics community of practice 
  1. Quality control, Standards and compliance Assurance 
  • Guide, support and enforce the implementation of quality monitoring and continuous improvement initiatives as outlined in the Log Action Framework across the regional portfolios 
  • Monitor, evaluate and analyse the output of programme and project logistics activities using available tools (Log Basics, TMS, capitalisation, checklists, visit reports, etc.) to inform decision-making 
  • Raise red flags with relevant stakeholders and advise on possible correction strategies (for the projects and cell) to guarantee that the planned objectives are met 
  • Ensure the dissemination and compliance with policies, standards and procedures within the logistics scope. Monitor and flag any deviation from the framework. Analyse the causes and, if necessary, report to the Project/Cell for clarification, correction or adaptation 
  • In collaboration with logistics coordinators, the technical advisor and LSU technical teams, monitor and evaluate the deployment of new or innovative practices, initiatives, technical dossiers or equipment in regions 
  1. Resource Management 
  • Oversee the review, planning and validation of logistical order forecasts (local and international), including emergency preparedness (EPREP), in line with the scope of activities and according to the relevant standards and procedures 
  • Regularly follow up on the HR needs of the project and country, including revising and planning HR requirements with relevant stakeholders 
  • Ensure effective matching and coordination with the Human Resources Officer (HRO) and Pool Managers (PMs), including briefing and debriefing key logistical staff on assignments, in agreement with relevant stakeholders 
  • Collaborate with the Coordinator of Operations to ensure cost awareness in logistical decision-making, balancing strategic objectives with the availability of resources, contextual specifics and sustainability 
  • Actively contribute to the OPS project cycle (QMM, ARO) to ensure the efficient allocation of resources for logistical activities 
  • The Logistics Officer has final technical and strategic accountability for all logistical files during the ARO-MYRO process, ensuring technical and strategic alignment within the Cell's portfolio, including the logistics budget and LOG-HR resources 
  • The Logistics Officer has final accountability and ownership of projects and initiatives for large-scale and long-term projects and initiatives such as major construction, energy, fleet, green envelopes and new solutions, to ensure global and regional coherence and secure relevant support 
  1. Stakeholder Coordination – Internal and External communication and representation 
  • Ensure the effective communication and representation of the logistics activities of the Cell to various stakeholders (including internal and external parties, such as the HQ, the Regional Hub, other MSF sections and other NGOs) 
  • Participate in events (e.g. Log Week, Coordo Week, logistics department meetings) to represent Cell’s logistics activities 
  • Guarantee the memory of international logistics within your country's portfolio by ensuring the necessary information is shared to manage logistics activities 
  1. Team Management, supervision and Development 
  • Team management: Oversee, support, advise and mentor the teams for which you are responsible, including recruitment, to ensure alignment with functional and hierarchical goals. In collaboration with the Head of Department (HoD), define the objectives of the role and participate in the feedback/feedforward process of the staff functionally managed 
  • Recruitment and matching: Participate in recruitment and matching in collaboration with the Pool Manager and the logistics department (define roles and criteria, take part in validation processes). Support the development of standardised tools and criteria for evaluating technical and transversal skills 
  • Training and development: Collaborate with the LWFU and L&D units to support project and country logistics teams in assessing learning needs, enhancing skills, ensuring communication between HQ and the projects, organising training sessions in the projects and adapting training materials to specific contexts 
  • Staffing and HR monitoring: collaborate with the LWFU to track regional Logistics team trends to ensure the efficiency and efficacy of the staffing process. Support and advise the team on staffing set-up to align with Med/Ops strategies and global and institutional objectives                                                                                                      
  1. Safety and Risk management 
  • In collaboration with the Coordinator of Operations and with the support of the SRMU and LSU, operational and logistical staff participate in security analyses to ensure the identification of operational impacts and the development of adapted contingency measures at project and country level 
  • Collaborate with the Country Coordinator and Country Officer to ensure that logistics coordinators, and by extension logistics teams, participate in risk analysis and monitor the context of intervention 
  • Collaborate with the Country Coordinator and Logistics Coordinator to ensure that security management and risk mitigation strategies, as well as all relevant tools and documents, are in place and regularly updated 
  • Collaborate with the Country Coordinator and logistics coordinators to ensure the constant and proper use of security incident monitoring tools, and the implementation of security and safety measures 

REQUIREMENTS 

Education & Experience 

  • Technical degree/certificate (Mechanic, Energy, Biomedical, Construction, ...), management or equivalent working experience 

  • Minimum 3 years of international MSF experience (in different contexts and interventions), at least one experience as a validated Logistic Coordinator is mandatory 

  • Comprehensive knowledge of logistics in humanitarian interventions  

  • Proven experience on complex medical projects and health facilities, implementation and running  

  • Experience as Project Coordinator or Country Coordinator is an asset
