CONTEXT
The MSF Academy for Healthcare is a MSF intersectional initiative that has been created with the aim to increase the quality of healthcare in health care services directed or supported by MSF by strengthening the skills and competencies of healthcare workers through structured, competency-based and recognized or accredited learning programs. The Academy has a growing portfolio of learning programmes addressing specific learning needs and objectives for different categories of healthcare staff in MSF managed or supported healthcare services. All these projects are chosen in line with overall MSF medical operational priorities.
A large focus is on MSF’s national staff but increasingly includes also staff of ministries of health, especially in the countries with the largest gaps in human resources for health (HRH) capacity. Presently, a lot of effort goes to nursing care and maternity care staff in MSF hospitals or MSF supported hospitals and to staff working in out-patient care in primary healthcare facilities. The Academy develops adapted comprehensive curricula and invests a great deal in clinical mentorship in the healthcare services of practice. Beyond MSF projects, the Academy connects also to health authorities to work on recognition of its learning programmes and organises occasionally also financial, organisational and pedagogical support (through eg sponsoring scholarships) to existing schools for training of healthcare workers.

We have a growing “global team”, composed of the director, deputy director, resource manager, MEAL manager, communication and information officer, project managers, training coordinators as well as a strong technical team comprising of medical experts and learning science experts to support our projects, as well as a group of distance-learning clinical mentors for the AMR programme and tutors for PGDIP courses. In the countries where a training program is implemented, strong country teams are present. The global team counts around 30 staff, and the program-based teams have around 70 staff.
As Head of Resources, you are part of the management team, and oversee the financial strategy, accounting quality, budget management, Human Resources, administration, logistics, and ICT (Information and Communication Technology) across MSF Academy’s global and country operations. This role ensures compliance with MSF policies, optimizes resource management, and supports program teams with financial and administrative expertise.
MAIN RESPONSIBILITIES

Finances & Accounting:
General finance

Act as the primary contact for all financial matters

Define and implement financial strategy with global and country teams
-
Ensure compliance with MSF policies; design/adapt procedures and tools for resource management
-
Coach and advise coordinators, program managers, and country representatives on budget procedures
-
Oversee supplier payments with head office and country finance teams
-
Develop and formalize financial/accounting management tools adapted to MSF Academy’s multi-OC structure

Maintain strong collaboration with country finance teams
-
Manage budgets and accounting in tools such as Wefin, Board, Unifield, Adfinity, SAP
-
Ensure robust internal controls
Accounting quality

Review consolidated monthly accounts; provide feedback and request corrections

Ensure timely re-billing with OCs/MSF offices; validate expenses and allocations before payments in the head offices
Budget /control / Financial analysis
-
Lead annual and multi-annual budget preparation aligned with MSF Academy operational plans

Monitor expenses vs. budget; analyze variances and implement corrective actions
-
Collect resource data and translate into budgets

Ensure consistency across HQ and program budgets
-
Produce financial indicators, forecasts, and cost analyses to optimize spending
-
Validate monthly budget follow-ups; flag overspending and recommend savings
-
Lead financial setup for new learning initiatives or countries
Communication & Reporting
- Participate in strategic and Program Board meetings on financial matters
- Ensure timely submission of all required reports (SAP, quarterly, annual, donor)
- Prepare financial reports for donors and MSF International in collaboration with OCB Finance
- Provide financial data to the Funding Unit for donor proposals and reporting

Human resources and Administration:
MSF Academy being an intersectional initiative, its team is spread over different countries, offices. In this regard, the Head of Resources is responsible to ensure the different legal, labour laws and local policies of each OC, office are followed. You make sure to remain regularly in contact with different focal points in these concerned offices on HR & administrative issues.

Manage contracts and administrative follow-up for consultancies/providers

Oversee event planning (meetings, workshops)

Line-manage assistants, Human Resource Officer and support staff; conduct performance evaluations and identify training needs
Recruitment & Onboarding of new staff

Manage recruitment and onboarding for global staff and tutors
-
Ensure quality recruitment processes in collaboration with MSF offices
-
Oversee personnel administration (contracts, taxes, files, overtime)
-
Brief staff on ethical use of MSF resources
Human Resources Management
- Ensure adequate staffing for operational needs
- Implement appraisal and development frameworks
- Coordinate training and career development initiatives
- Support managers in detecting training needs and evaluating performance
- Supervise conflict management processes with directors and HR offices
- Propose HR improvements (responsibility sharing, team mix, training)
- Ensure compliant end-of-contract processes

Logistics, ICT and supply:

Guide program managers on supply management for their countries

Coordinate email account setup with head office ICT and country logistics teams

Manage subscriptions/licenses for Academy programs

Oversee procurement and supply of training materials (mannequins, tablets, laptops, printings)

Supervise shipments with country supply teams; ensure compliance with MSF standards
-
Maintain head office and program inventories (assets)

Act as focal point for ICT needs across teams
REQUIREMENTS
Required qualifications and experiences
-
Bachelor’s degree (or equivalent by professional experience) in Business, Administration, Finance or another relevant field

At least 5 years of experience in financial and budgetary management

Minimum 3 years of MSF experience both at country coordination and/or HQ level in a financial position

Experience in project management, Human Resources and administration

Excellent mastering of MS Office, familiarity with MSF’s financial tools a plus

CONDITIONS
- Expected starting date: as soon as possible

- Mobility: on average 1 to 2 visits to project locations or MSF offices per year
