Finance Coordinator (m/f/x) - Venezuela - MSF Belgium

CONTEXT 

MSF Belgium has started its activities in Venezuela in 2015. While the Country Management Team (CMT) is based in Caracas, there are currently two projects: 

  • Anzoategui: comprehensive support to health care system in Northern Anzoátegui State, with a special focus on mother and child health. 

  • Delta Amacuro: mobile clinic activities with regards to primary health, sexual reproductive health, Tuberculosis, malnutrition and health promotion. 

As Finance Coordinator you are part of the CMT and collaborate closely with the finance team in different operational cells (OCB headquarters or regional cells) and with the project teams in the country where they are based.  

 

MAIN OBJECTIVE 

As Finance Coordinator, you are in charge of defining, coordinating and monitoring the implementation and management of financial strategies, policies, internal control and all financial administrative and legal issues in the country, in line with the context and operational challenges and MSF protocols, standards and procedures. Providing accurate, transparent, timely and reliable financial information to the organization and third parties on the allocation of resources in the projects. 

 

RESPONSIBILITIES 

  • Together with CMT, participating in the definition of the programs’ objectives and strategies, planning, implementing, and monitoring the financial operational and budget needs, anticipating changes and challenges and planning accordingly, to ensure budgets are relevant and appropriate. 

  • Defining and analyzing the project budget to ensure that funds are used according to the funding contracts, proposing corrective actions if needed 

  • Implementing and supervising financial transaction procedures and systems, to ensure transparent and traceable accounting practices 

  • Implementing circuits and workflows, such as management of cash boxes, transfers, advances, purchasing procedures, payment approvals, follow-up of payments and bank reconciliations 

  • Ensuring the timely execution and control of monthly/ yearly accountancy closure, financial reports, audits and all service contracts for the project site 

  • Creating awareness about anti-corruption policies, making sure the processes are followed in the coordination and in the project(s). 

These challenges will not be faced alone; other MSF team members (both international and locally hired staff) will provide technical support, including comprehensive guidelines and protocols. 

 

REQUIREMENTS 

Education & Experience  

  • Degree in finance, business, accounting, economics or equivalent through experience 
  • Minimum 3 years of international experience in managing country finances in MSF or other international non-governmental organizations 
  • Experience in supervision of financial administration (e.g. bookkeeping, tax administration) and in performing monitoring and control of standard accounting procedures  
  • Experience in supervising/ managing, training and coaching

CONDITIONS 

  • Expected starting date: 20 June 2025 

  • Location: Caracas (Venezuela) 

  • Contract type: Fixed term contract – Full time 
  • Contract duration: 12 months (extendable) 

  • Mobility: Regular visits to projects in Venezuela 

  • Salary as per MSF international salary grid 

  • The contractual terms and salary will be established according to the official residence of the selected candidate and in compliance with the standard MSF function and salary grids. 

  • No family position
