Hospital Management Referent (m/f/x) – Brussels – MSF Belgium

CONTEXT 

The medical department of MSF Belgium (OCB - Operational Center Brussels) plays a strategic role by defining the modalities of implementation of MSF’s medical strategy in order to ensure both coherence and quality. Strategic support is provided throughout the phases of the project cycle. It has a normative role and a technical support function in the implementation and follow-up of the projects. The medical department (MED) ensures the knowledge transfer to the medical workforce and stimulates research and innovation by challenging current medical practices and exploring new approaches.  

It is composed of multiple specialists based across a network of units worldwide (Belgium, Brazil, Ivory Coast, Lebanon, Luxembourg, and South Africa) and works in close collaboration with operations, other OCB departments and the MSF movement. We are also supporting the MSF WACA projects. 

The Hospital Management Support Unit (HMSU) is hosted in the medical department and works interdisciplinary with relevant technical expertise to support the management of hospitals in their proper context and in line with OCB strategic objectives. 

As Hospital Management Referent, you are part of a team composed of 3 Hospital Management referents – Medical, Resources and Facilities Management. The team develops expertise in hospital management and, in close collaboration with supporting departments, provides expertise support for the team managing the hospitals. 

MAIN RESPONSIBILITIES

  1. Development of Expertise

  • Enhance the development of hospital medical management expertise within OCB in collaboration with medical department referents. Participate in the development of:

    - Horizontal hospital medical management guidelines (implementation, framework)

    - Tools for service and hospital management (guidelines, protocols, procedures, dashboards, indicators)

  • Participate in the development, implementation, and content creation for the Hospital Management Team Training (HMTT)

  • Assess training needs in hospital management and its key components, and integrate hospital management concepts into other internal training sessions to promote basic knowledge across multidisciplinary teams (including community of practice platforms – CoP). Work closely with the medical Information, Knowledge management (IKM) team.

  1. Conduct visits to the projects

  • Evaluate hospital configurations, procedures, and organization.

  • Provide on-site support, training, and recommendations for ongoing hospital operations.

  1. Develop expertise on and guide the collaboration with the Ministry of Health (MOH)

  • Advise hospital management teams to ensure alignment with national health policies and guidelines wherever possible, and considering MSF’s values and principles

  • Guide navigation of MOH processes and protocols for smooth project integration.

  • Foster communication and collaboration between hospital teams and the MOH to align on hospital medical management-related procedures.

  • Support and contribute to the development of guidelines for “working with the MOH” in the OCB and Support project teams in the development of MOUs with the MOH 

  1. Monitoring and Evaluation, in collaboration with the Medical Department referents and E-health unit to:

  • Develop methodologies, tools, and indicators for hospital management

  • Analyze and share hospital management data (quantitative and qualitative) through dashboards

  • Compile and distribute hospital management reports and evaluations 

  • Support the EMR team in the development and implementation of digital tools and systems in the hospital 

  1. Strategic hospital medical management support

  • Advise Operations (Project team – FC, PMR; Project coordination – med co; Cell) on hospital medical management strategies, setting objectives and priorities, related to levels of care, organization of medical and ancillary services, deployment strategies, and exit plans

  • Advise on adapted medical management models or organization of services during MSF’s exit or operational changes, while ensuring quality, continuity and access to services

  • Participate in external partnership arrangements to enhance OCB hospital management expertise

  • Advise on adapted medical management models or organization of services during MSF’s exit or operational changes, while safeguarding quality, continuity and access to services

  1. Support the projects Medical Hospital Management Teams in

  • Organization of care: collaboration between services, patient circuits, clinical pathways, referrals, admissions, and discharge criteria

  • Quality of care: contribute to the implementation/development of mechanisms to put in place for morbidity-mortality reviews, patient safety risk assessments, and implementation of corrective measures

  • Support the implementation of medical protocols (in coordination and together with the relevant medical referents)

  • Contribute to the improvement of hospital data analysis (e.g., occupancy rates, waiting times, care quality) to guide strategic decision-making

  1. Nursing Management Expertise

  • Develop nursing management expertise in MSF OCB, in collaboration with the nursing referent in the Medical Department:

    - Ensure the continuous development of nursing competencies in the areas of supervision and management, and the promotion of the nursing care framework (especially on the nursing management aspects)

    - Support the head nurse and Nursing Activity Manager directly on supervision and management responsibilities, next to the nursing referent who will also support these positions in their clinical responsibilities

    - Collaborate with relevant stakeholders on nursing supervision and management training (Learning & Development unit, the nursing supervision training of the MSF Academyfor Healthcare)

    - Be an ad hoc member of both the intersectional Nursing Care Working Group (NCWG) and the OCB nursing circle

REQUIREMENTS

Education & Experience

  • Registered nurse or BSc in nursing (Bachelor of Science in nursing) is mandatory

  • Minimum 3 years of professional experience in hospital management and management of nursing services in a hospital, for example as a Unit Manager, Head Nurse, Nursing Director

  • At least 2 years of previous international experience with MSF OR experience in comparable organizations working in humanitarian contexts (preferably in two different contexts)

  • MSF experience is a strong asset

  • An additional degree in management, hospital management, healthcare management is an asset.

Competencies

  • Analytical skills to enable an assessment, its interpretation and subsequent action plan

  • Ability to plan, set priorities and organize his/her own work in stressful environments

  • Good teamwork and cooperation capacity / excellent team player with leadership experience and qualities

  • Mobile & flexible to travel to countries where MSF works

  • Proactive and willing to propose innovative ideas and solutions rapidly

  • Demonstrable skills in teaching, learning, mentoring

  • Strong cross-cultural awareness

Languages

  • Good level in English and French, both oral and written is mandatory

  • Additional languages such as Arabic are an asset

CONDITIONS

  • Expected starting date: As soon as possible

  • Location: Brussels (Belgium)*

*Other location/s where there is an MSF entity could be exceptionally discussed. The final outcome depends on the residency of the candidate, the local legal limitations (residency, work permit, etc.) and on agreement with the hosting MSF entity of these locations

  • Mobility: 30% for project visits

  • Contract type: open-ended contract – full-time

  • Salary as per MSF HQ salary grid

  • Meal vouchers – hospital insurance (DKV) - pension plan – 100% reimbursement for public transportation costs

  • Possibility to homework up to 50% of the time
